These are the ballots the Supreme Court ruled had to be segregated and if counted, their count was to be a separate record until they were authenticated. The PA Secretary of State basically ignored he Supreme Court and added these ballots to the overall count anyway. This order basically says these ballots shouldn't be counted at all since the SoS didn't have the authority to allow them to be accepted.
